As a Special Administrative Region of China, Hong Kong enjoys a high degree of autonomy under the Sino-British Joint Declaration and the Basic Law while also bearing the responsibility to safeguard national security. In this context, supporting the legislation of Article 23 of the Basic Law is necessary and appropriate.
Firstly, the legislation of Article 23 demonstrates loyalty to and compliance with the Basic Law. The Basic Law, as the constitution of the Hong Kong SAR, clearly stipulates Hong Kong’s political system and legal framework, including the requirement for Hong Kong to enact laws prohibiting any acts of subversion against the central government and safeguarding national security. Supporting the legislation of Article 23 affirms the authority of the Basic Law and commits to Hong Kong as an integral part of China.
Secondly, the legislation of Article 23 contributes to maintaining the stability and prosperity of Hong Kong. National security is one of the core interests of any country and is a crucial cornerstone of Hong Kong’s prosperity and stability. Without security, there is no stability, and without stability, there is no development. By enacting laws to prohibit acts of subversion against the state, it can effectively prevent activities such as separatism and subversion, ensuring peace and tranquillity in Hong Kong.
Lastly, the legislation of Article 23 serves not only the interests of Hong Kong but also aligns with global trends. In today’s world, countries increasingly emphasize national security and implement corresponding laws and measures to protect their core interests and the safety of their people. As an international metropolis, Hong Kong should also keep pace with the times, actively cooperate with the overall development of the country, and fulfil its responsibilities and obligations.
